Take a shed and finish it out inside so it is like a tiny home. Then make it completely off grid so it is a moveable/removeable building, completely self contained, and not needing any utility hook up at all.

Before Old Fort, North Carolina was able to fully take in the catastrophic damage to its town after Hurricane Helene, Amy Davis made sure there would be hot coffee and biscuits. Her business, The Davis Country Store & Cafe, had made it through the storm, so she made it her mission to feed as many first responders and people in need as possible.
